An enthusiastic yordle sorcerer, Veigar has embraced powers that few others dare even approach. As a free-spirited inhabitant of Bandle City, he once longed to learn more of the celestial magic practiced by mortals, but his natural curiosity was twisted by imprisonment in the Immortal Bastion. Now a stubborn creature with the dark fury of the stars at his command, Veigar is often underestimated by others—and though he believes himself truly evil, there are some who still question his deeper motivations…
For most of the peoples of Runeterra, yordles are not typically something to be feared. Their fabled home of Bandle City is said to be a mysterious, spiritual place, filled with odd trinkets and keepsakes gathered from across the material realm. While these curious creatures often leave to dwell among mortal races for a time, they generally return with fresh tales and new experiences to recount. Yet, sadly, there are also those yordles who lose their way. Among them is the sorcerer Veigar. After the Great Darkin War left the world in ruin many centuries ago, the only light that seemed to shine on Valoran came from the skies above. Scattered survivors looked to the heavens, and their renewed study of ancient celestial magic piqued Veigar’s interest. Imagining himself already a master of these mystical arts, the yordle joined an order of mages in the Noxii territories, hoping to learn more of their craft. They did not think to question this eager newcomer, and he taught them to draw hope from the patterns created by the movements of the stars. But while many toiled to rebuild the world, others sought to conquer it. The brutal warlord Mordekaiser and his armies swept across the lands, crushing and enslaving any who would oppose his rule, and the mages of the order—unskilled in war—were of little value to this tyrant. Looming over them in his accursed battleplate, his keen eye fell upon Veigar, and Mordekaiser recognized the yordle for what he truly was. He snatched him up in one iron gauntlet, and dragged his prize away as the other mages were put to the sword. Imprisoned in the heart of the warlord’s new, monolithic fortress, Veigar was forced to turn his magic to darker purposes. Knowing that yordles were craftier than any of the mortal races, Mordekaiser bound Veigar to the physical plane, preventing him even from escaping to Bandle City. He was not the only captive in that hellish place, but such isolation was the worst and most cruel form of torture for a yordle. Veigar performed grisly enchantments against his will—some strengthening his master’s dominion, others simply evoking terror for terror’s sake. Indeed, terror was what seemed to fuel this dreadful empire. Miserable beyond imagining, Veigar became a reluctant witness as Mordekaiser's vile deeds empowered him to near-immortality. Whether it was over the course of decades or centuries, Veigar never knew, but eventually the yordle’s magic and appearance started to twist in response… Memories of his past faded. Why had he come to Valoran? Where had he come from? Had he known any other life before this? Questions such as these weighed on his fragile mind, like the last flickers of light before an eclipse. When the revenant warlord’s own followers conspired against him, the nightmare of his reign was ended, but by this point Veigar was nigh unrecognizable. His eyes blazed. Even his voice had become a sneer of malice. Fleeing from his ensorcelled cage, the wretched creature had no interest in the wars of succession that inevitably followed. Deep down, he most likely yearned to regain the sense of safety and freedom that all living things crave. And yet, he chose not to turn away from evil, but to embrace it. Clad in armor befitting a sinister warlock, he vowed to seize respect in the only way he could remember—through ruthless villainy, inspiring fear in all who encountered him. He would call down the fury of the stars themselves upon his foes, and trap them in the timeless infinities between moments. And yet… Veigar could not quite find the same success as his former captor. Certainly, the good people of Valoran did learn to fear him, to some extent. More often than not, they would find their pastures scorched, or the local baron’s mansion razed to its foundations. Sometimes though, inexplicably, bands of brigands would be driven from their woodland hideouts, or the remains of feral murk wolves found scattered through the town square, and it was difficult to tell whether these acts were malicious or actually reasonably helpful. For all his aspirations of evildoing, it seemed Veigar would always come up a tiny bit short. Still, the nefarious yordle has not abandoned his quest to become the world’s most wicked villain. With his diabolic staff in hand, he seeks nothing less than to bring all before him to their knees, and revels in the timely demise of those who dare to underestimate him. | |

Veigar’s infinitely-scaling mage fantasy is exciting in theory, but he currently has too many pronounced weaknesses hampering him from reaching his immense power. On the one hand, his weak laning phase prevents him from getting there, and on the other hand, his late game power is coming up a bit...well, short. In lane, the unreliability of Dark Matter without Event Horizon makes trading pretty rough unless Veigar is willing to burn a ton of mana. Coupled with his low health and health regen, pushing him out of lane was a pretty trivial task. His trading still won’t be great after these changes, but he should be less free to bully around. In the late game, the Tiny Master of Evil’s unlimited power fantasy is heavily countered by Banshee’s Veil and Quicksilver Sash. Since Dark Matter is already hard to land, we want to give him more chances to land it, especially when he’s scaling hard.

Let’s keep this short and sweet: for an infinitely scaling champion, Veigar simply isn’t taking off like you’d expect after a strong early/midgame. We’re not looking to go overboard, but tuning Tiny’s transition when succeeding in group fights should help take him from trivial to terrifying.

Veigar's potential to go infinite with Baleful Strike’s AP gain on kill is a good fit for his theme of “little ball of evil with an overcompensation problem,” but means Veigar should care more about farming pitiful minions than blasting down enemy champions. We're retooling the mechanic as Veigar's new e and opening it up to reward the Tiny Master of Evil for constantly asserting dominance over his opponents. While examining how Veigar antagonizes his enemies, we also changed Primordial Burst to give him the pick of the litter when obliterating low health enemies. He’ll have to press more than one button to erase an enemy mage, but even the most durable tank should carefully consider their health bar before re-engaging.

In a world without mana potions (and generally less early mana regeneration), we've identified a few champions for some emergency rations, giving early mana boosts until they can get their footing and purchase items to make up the deficit. This also means we can really understand which champions relied on mana potions as a crutch to limp through the early to mid game, and we can give additional love if necessary.

Recently Veigar's dreams of crushing his opponents have become grim reality. No longer falling short on delivering the damage, he towers above the competition as perhaps the hardest scaling AP champion in League. We like Veigar's curve of amassing farm and rising to notoriety over the course of the game, so we're clipping some of his bases to rely even more on his ability to stack Baleful Strike (and your ability to interfere with that) as a focus for his success.

Veigar’s not far off in terms of effectiveness, but falls short relative to some of our more traditional mages. We’re targeting Dark Matter’s delay and AP growth from taking down champions as some ‘quality-of-doom’ changes so folks take him a little more seriously.

Q is now a skillshot that passes through the first target hit to get the second (so farming's a lot easier). W's cheaper on mana and has a lower cooldown. Event Horizon now has a 0.75 delay, but costs less mana, has a higher range, and has a lower cooldown. R's mana cost is down significantly at higher ranks and has a slightly lower cooldown, but has a slightly lower ability power ratio.
- Of all the champions that were primary customers of the late Deathfire Grasp, none were more iconic than the Tiny Master of Evil himself. While we recognized and intended to preserve Veigar's role as a 100-to-0 burst mage, flatly increasing the power of a champion with such a powerful combination of crowd control and single-target damage didn't feel like the humane option (for everyone except Veigar).
- Freeing up Baleful Strike to cover more range and doubly enable his AP-stacking minigame was a natural change to Veigar's kit and made his laning better. We quickly learned, however, that a strictly better Veigar left opponents with less and less options, especially with the immense power that is Event Horizon. While old Veigar needed to rely on Event Horizon's immediate stun to zone out potential threats, keeping its current iteration meant we either needed to reduce Veigar's damage (but you can't reduce a 100-0 burst mage to 100-20) or tackle his outright reliability. Ultimately we went with the latter.
- The bottom line is this - characters with inflexible kits are often balanced on a knife's edge, and the slightest change to a range or damage value can be the difference between unplayable or overbearing (Hi Ryze!). While Veigar's reliability when it comes to "blowing fools up" has decreased, the added laning flexibility and higher late-game scaling should help make Veigar more than a one-trick pony. He has to work harder for his one-shots, but has the tools to earn them in a way that feels fair...ish for his opponents.
